I don't mind Talk no Jutsu beating a villain in a story, but it has to have a basis of commonality for it to work. Ochaco's sudden need to save Toga comes out of nowhere and it's basically ripped right out of a Naruto fanfiction. Problem is Ochaco's words aren't convincing because it boils down to

Not a bad sentiment, but
A) She's using it to try and relate to a person that suffered far more and has a completely different mindset
B) WHY is Ochaco suddenly telling Toga this? She has been given little to no reason to sympathize or empathize with Himiko, so where is this coming from?
In Naruto Talk no Jutsu came from Naruto learning about his opponent and finding reflections of himself in them, letting him connect through empathy and use words to change them after being them in a fight usually. But for this to happen he has to know and understand his enemy, that's why his physical victory against Pain was not really a victory of his ideals, as it took him facing Nagato directly and learning his story to truly defeat him.
Even putting aside that Ochaco doesn't know Toga outside of her being a reoccurring threat to her and Deku, Toga is completely different to her. She has a biological craving for blood like other organisms need food, her almost addict relationship to blood literally causes her to psychologically form bonds and "love" the beings the blood she takes it from, man, woman or animal. This is obviously disconcerting to people and her entire childhood was spent being the cause of fear and disgust. Her being a villain liberated her to do as she desired, love as she desired, consume as she desired, but truly she desires acceptance, to be loved in return, to not be shunned and ostracized. But that's why she's insane. She kills and maims and almost nobody knows her background, so when someone like Ochaco faces her, all they see is a strange psychopath and only an idealistic fictional hero like Deku or Naruto or whoever would try to redeem her, as they embody the ideal of a hero that never gives up and wants to save everyone. Ochaco is not that character, she doesn't have the charisma or idealism or presence to justify it and so it falls flat, because the reader's suspension of disbelief isn't that high for her as it would be for say, Deku, to have tried to talk her down, since his embodiment of True Heroism means that we can suspend our disbelief that he would try to redeem someone that by all reasonable metrics is too far gone.

Gigachad has a transgender girlfriend. Women are actual characters even if main conflict centers around the men. There's a chapter about criminal justice hating poor people. No royalty/nobility wank, though there's a lot of muh inherited superpowers from special family.
Religious organizations, inflexible old people, traditionalist conservatives, wageslaving, are all depicted as bad/evil. American military is mocked and humiliated in a recent story arc.

I finally realized what annoys me about Deku being such a cry-baby throughout the story… and I came to the realization while I was rewatching Neon Genesis Evangelion and seeing Shinji. Shinji was a deconstruction of Mecha-pilots and child-soldiers as well as the over-arching theme of the Hedgehog's Dilemma through his abandonment issues with his father and in part his mother. This is demonstrated in his timid nature and lack of typical rowdy teen-boy behavior. His struggle between his urge to run away and the need to stand and fight is an overarching one.
Deku is similarly timid and withdrawn, like Shinji he doesn't stand up for himself… but the reasoning is pretty lame - "Oh I don't have special powers, even though I have a loving caring mother and live safely with food on the table, a home to live in" etc. Now in a less apocalyptic setting like BnHA that's okay, it's a real issue people even have today; an alienation brought about by the capitalist system. Hell even his urge to be heroic in spite of his weakness is admirable even. However the problem comes from his lack of real change as a character. Shinji's character progressive and regressing as the story went on was because of how deadly and fucked up his situation was and how that impacted his genuinely traumatized psyche. Deku, while bullied quickly found comrades when he was given the chance to become a hero through a granted power, the further we go through the story the more support he gets so his character logically should progress positively. Yet we still don't see him stop being a cry-baby in spite of being validated and having non-toxic relationships with real friends. He doesn't struggle in being motivated to be a hero, when in tough situations, but somehow lacks spine outside of this. He continually fails to confront Bakugou's toxicity, which would be fine if it had consequences, such as Katsuki actually doing something villainous or hurting people with his attitude, but that never comes into play, it's barely touched upon in the early arcs and is mostly laughed away.
It pisses me off because it's a dysfunctional set-up - we have a Naruto-esque zero-hero set-up with a dark-horse rival and escalating danger, but his attitude fails to live up to it, and the story itself fails to follow up on what it sets up, instead skipping into the Villains and the tragedy of Hero society and its perpetuation of violence, discrimination and other issues that create Villains to begin with. While that (Villain) plot is certainly something to explore, Deku himself doesn't fit, his vigilante turn amidst the War Arc also contradicts his soft character and prior motivations and ideals.
TL;DR: Deku's character development fails and he seems to pendelum swing between a Naruto type characterization to a Shinjiesque one and back again, despite story progression indicating that he should leave the latter characterization behind. In other words it's like throwing Shinji-lite into a Naruto-type Main Character role, but failing to capitalize on the rival subplot and so on.
