Sex is a human right, provided it's with someone who can and does consent, then there is no legal impediment to having sex.

I don't see how making prostitution free can be a right though, say you've got a publicly owned brothel, if you have no bookings because all your "staff" are already busy for that day, maybe even for the rest of the week, perhaps even bookings need to be made months in advance, have you as someone who wants to have sex, had your human rights violated by an inability to accommodate their desire to fuck a prostitute for free at their command?
