im not familiar with "chaos magic", but this seem like aggressive entryism in various subcultures rather than in power structures, which doesnt seem like such a good idea for me. And it can quickly paint you as the stereotypical interior enemy dreamt about by fascists.
but on the part about using belief and rituals as a tool, iirc juche does this, and I always felt all socialists state end up doing this with the cult of personality to give some red spirituality to the collective, because not everyone want to discard spooks and study marxism.
