None of it is particularly necessary to the functioning of modern capitalism like it's made out to be, and a lot of the infrastructure relies on increasing monopolization i.e. Cloudflare and Google/Alphabet buying up IP addresses and backbone networks which will probably easily collapse during a financial recession just like what happened when the dot-com bubble popped

Most devices still use IPv4 today, although IPv6 is becoming more widely used as well. As of 2019, according to some reports only around 35% of internet traffic was over IPv6, but that number has been increasing every year since then. So if you want to make your app work on all devices, including older ones and lower end devices, you should definitely support both versions. There is probably no real benefit anymore from just supporting one version versus the other.

If you're worried about malware from a PDF file it's trivial to run them through software that removes that possibility. Yes, you can upload them to your $200 amazon gadget or your reader that cost $40 used. Local libraries are great and should be supported but they can't compete with libgen.
